I was looking for the structure of an HTML5 and CSS 3, I found, but I have noticed that many HTML 5 elements Still missing the most basic level ( reset.css )
Although I am trying to make my own structure, but I should know whether the HTML5 standard is already full or if it is still subject to the changes, I got a little gog No clear answer could be found.
Do anyone know? thank you in advanced!
No, but you can still use its aspects to see for details.
According to this WHATWG FAQ:

The editor has estimated that W3C candidates will reach the recommended level during HTML 2012 2012. This does not mean that you can not use it yet, though. There are different maturity levels in different parts of the specification. Some sections are already relatively stable and there are such implementations that are already close to completion, and those features can still be used (like & lt; canvas>) . But other segments are actively still active and change regularly, or have not been written yet.
